“一事一议”项目是解决农村公共产品供给不足的新途径——以兴义市敬南镇新坪村为例

摘　　要：农村公共产品供给不足是少边穷地区普遍的现象。究其原因,主要是经济基础比较薄弱,地理条件较差,国家资金投入不够,当地民众需求表达不明确等。"一事一议"农村公益事业项目的试点建设是一种很好的尝试。2011年兴义市已经成功申报敬南镇新坪村为省级"一事一议"财政奖补示范村。事实表明":一事一议"项目能较好集中人力物力,目标明确地办好一件实事,是解决农村公共产品供给不足的新途径。The shortage of the rural public product is a common phenomenon in the areas of minority, remote and underdevelop- ment. The reason of this mainly is the weak economic foundation, the poor geographical condition, unclear demand expression of the local people and so on. The construction of the pilot project about the rural public welfare undertakings of ＂One Case One Meeting＂ is a good try. Xinping village Jingnan town Xingyi city was named the model village of finance in awards and complement of ＂One Case One Meeting＂in 2011. The facts show that： the project of ＂one project one discussion＂ is a new way to solve the rural public product supply, because it can run a real issue targetedly by concentrating manpower and finances.
