公安执法环境的新变化及其应对措施

摘　　要：经过多年努力,公安执法环境有所好转。但仍然存在着执法权威受到挑战、公安法规不协调和立法空白、干扰公安执法、社会服务性工作过多等问题。这些问题的产生是由于对警察现象研究的不够深入、管理体制存在漏洞、维权制度尚需完善和社会群体心理失衡等诸原因造成。所以,应从强化警察学研究、完善公安法规、改革公安管理体制、健全民警维权组织、强化队伍建设等方面入手应对执法环境的新变化。Through years of efforts,the public security law enforcement environment has started to turn for the better.But there are still many problems such as law enforcement authority being challenged,discordant public security laws and regulations,legislative blank,public security law enforcement being disturbed,too much social service work.These problems are due to the study of police phenomena not being deep enough,loopholes in management system,rights protection system to be improved and social groups＇ psychological imbalance.Therefore,this article probes into how to deal with new changes of the law enforcement environment from the aspects of intensifying the study of police science,perfecting public security laws and regulations,reforming the public security management system,improving the organization of protecting police rights,strengthening the team construction.
