摘  要:本文分析了沿淮淮北地区水资源情势及开发利用现状与问题,对区域水资源进行了三次平衡分析,提出了充分利用当地地表水和外调水逐步置换城市超采深层地下水的思路,即:只有尽快实施引江济淮及淮水北调、淮水西调调水工程,方能从根本上解决该区水资源日益短缺问题。The water resources situation of the north region along Huaihe River and its development and utilization status as well as the relevant problems are analyzed herein ; in which a triple-balance analysis is made on the regional water resources, and then a concept of replacing the over-exploitation of the deep groundwater within the urban areas with the local surface water and diver- ted water is put forward, i. e. only if the Water Transfer Project from the Yangtze River to Huaihe River, the Water-transfer Pro- ject from Huaihe River to Huaibei and the Water-transfer Project from Huaihe River to Huaixi are implemented can the problem of water shortage therein be basically solved.
