摘　　要：本文通过对国内住房制度改革历程进行利弊分析，借鉴国外“居者有其屋”立法，提出建立有中国特色的“居者有其屋”制度，从住房供应、住宅融资、专有住房等方面对目前低工资下实现住房商品化道路进行初步的可行性探索，为我国住宅立法提供有益的参考。By analyzing advantage and disadvantage of the course of domestic reform in housing system and using the experience of foreign legislation on 'housing to dweller' for reference, the authors Propose to establish system of 'housing to dweller' with Chinese characteristics. An initial exploratiotl is made on the feasibility of realizing commercialization of the urban house under low salary condition. It is made from housing suply, housing financing, proprietary housing and Other aspects. It gives some beneficial reference for housing legislation of our country.
