摘　　要：现代流通体系面临重大变革,并呈现出开放性、集聚性、共享性、生态性特点。降低流通成本,提高流通效率,从宏观到微观有社会经济层次、流通产业层次、流通渠道层次和企业层次。要真正确立流通产业的基础性与先导性地位,把流通融入国民经济的生产、分配、流通、消费一盘棋中进行运作,形成良性循环;要创新流通模式,大力发展电子商务,使之进一步普及、深化,在现代服务业中的比重明显上升,显著提高对国民经济和社会发展的贡献;要大力发展现代物流,尤其要加快发展商贸物流,尽可能减少流通时间和流通环节,缩短流通周期,降低资源消耗。The modem circulation system will face critical reform and have the characteristics of openness, aggregation, sharing and ecology. We should reduce circulation cost and improve circulation efficiency from the layers of social economy, circulation industry, circulation channel and circulation enterprises. To really establish the fundamental and leading position of circulation industry, we should, first, promote the development of circulation industry with the consideration of production, distribution, circulation and consumption of national economy and realize the formation positive cycle; second, we should make innovation in circulation pattern and strengthen the development of E-commerce to increase the proposition of E- commerce in modem service industry and make it contribute more to the development of national economy and social development; and third, we should strengthen the development of modem logistics, especially the commerce logistics, do our best to reduce circulation time and links, shorten circulation period and reduce the consumption of resources.
