摘　　要：广东省专业镇经过11年的发展,已初步建立起以市场为导向、企业为主体、产学研结合的基层公共创新服务体系,形成了具有广东特色的乡镇集群经济形态。研究其发展过程中政府行为演变,对促进广东省专业镇发展具有积极意义。After 11 years of development, Guangdong specialized towns have initially established the market - oriented basic service system, in which enterprises play the leading role and the University - Industry - Science Partnership is founded for public innovation. These specialized towns have successfully explored a distinctive township cluster economic form. It＇ s of great significance to the development of Guangdong specialized towns by studying on the evolution of government behavior.
