摘　　要：为了进一步从制度法律层面推进我国矿产资源开发整合工作,本文在梳理矿产资源开发整合相关政策、实施模式及实施效果的基础上,系统剖析了在推进矿产资源开发整合过程中存在的主要法律问题,从强化规划对于资源开发优化布局的引导功能,确定矿产资源开发整合的合理边界,规范矿产资源开发整合程序,完善矿产资源开发整合法律救济途径,切实保护矿业权人的合法权益等方面提出完善矿产资源开发整合法律规制的建议。On the basis of introducing mineral resources development integration related policy, the implementation model and effect, the paper analyzes the main legal issues in advancing the development of mineral resources in the integration process. In order to promote integration of development and utilization of mineral resources, we should strengthen the functions of planning for resource development to optimize the layout, determine the reasonable boundary of the integration, normalize the implement procedures, improve legal relief channels,and protect the legitimate interests of the mining rights effectively.
