摘　　要：鸦片战争前后,中国白银大量外流,且货币金融体系的落后性无法满足日益发展变化的社会经济的需求,出现"银荒"。货币供给严重不足及银贵钱贱的双重危机导致中国经济极度萧条,政府税收大受影响,国家财政危机接踵而至,社会危机深重;外国侵略者趁虚而入,中国陷入重重险境,民不聊生,农民起义风起云涌。中国经济、社会危机进一步加深。In the face of the grave situation, the Qing Dynasty had to consider performing an attempt of a rescue. However,the Qing government Old not recogmze me cleep root oi the＂silver shortage＇crisis,and did not realize the necessity of the monetary and credit system reform, so it couldn＇ t make the right countermeasures aiming at the changes of the international background and the foreign trade structure. So, surrounded by so many dangers, the Chinese people were reduced to dire poverty, and the people in many parts of the country rose in revolt against the rule of the Qing Dynasty.
