摘　　要：社区图书馆的行政性资源配置模式和偏颇的当代资源建设理念,导致基层图书馆藏书资源薄弱,更新能力缺乏,难以吸引社会公众。必须把社区图书馆资源购置的主动权交给社区"读书人群"及其管理下的图书馆,才能让有限的资金获得切实的效用。馆藏特色的形成,及至资源的共享等发展设想,才有可能得到切实推进。从图书馆法制建设考虑,也需要明确社区公众对基层图书馆的自主管理,以推进社会文明进步。The model of resource administration allocation of community library and the contdmporary resource construc- tion concept lead to poor resource of primary - level library and lacking of renewal, which is the fundamental drawback in enhancing the attraction of social public. The author thinks the active right in resource purchasing and construction of community library should be given to the readers of community library, who should also be in charge of the community library, so that the limited funds could really be given play to utility, and the construction of characteristic resources and the docdlmeot resource sharing could really be ob- tained the practical development. The legal construction of professional activity should al＇sd make an express provision for the duty of the primary -level library, to ensure the progress of social civilization.
