摘　　要：互联网销售彩票日益盛行,但在售彩过程中所存在的安全隐患问题及由此引发的其它社会问题也日益明显。为促进互联网售彩的安全健康发展,一套健全、稳定的互联网销售彩票系统必不可少。通过确定互联网销售彩票系统规划的目标,对系统的基本需求及系统设计的关键成功因素进行分析,并确定系统的功能框架。Internet sales lottery is becoming more and more popular,but the safety concerns and social issues are becoming increasingly serious. In order to insure the Internet lottery sales safe and healthy development, a set of perfect and stability Internet sales business system is necessary. This article is mainly about to determine the goal of the Internet lottery sales system, analyse the basic demand and the key success factors of the system,and further clear the function framework of the system.
