生态环境建设:实现生态文明的基础——以山东省为例

摘　　要：生态环境具有基础保障和优化调控等重要作用,是生态文明建设的基础。根据山东省1986-2010年经济社会发展与生态环境建设相关指标的数据,分别采用一次函数模型、二次函数模型、三次函数模型、对数函数模型、指数函数模型、幂函数模型、混合曲线模型、生长曲线模型、S型曲线模型和逆曲线模型进行回归模拟,选取拟合效果最好的回归模型,对生态环境建设现状及发展态势展开实证分析。结果显示,山东省生态环境状况持续改善,但其整体水平仍不容乐观。下一步生态环境建设,需要在继续推进生态保护和修复,加快城乡绿化、美化的同时,加强对工业废气、废水、生活垃圾、化肥和农药等污染的防治力度,以推动全省生态文明水平的提升。Ecological environment has the role of basic guaranteeing and adjustment optimizing and lays the foundation of ecological civilization building. According to the related data of economic society development and ecological environment building from 1986 to 2010 in the Shandong Province, the paper adopted a series of models to conduct regression simulation, and selected the best imitative effect to have an empirical analysis on the current situations of ecological environment and its trend, and finally got the conclusion, that is, al- though the environment was improving, its general conditions kept serious. The next steps of construction needs the ecological protection and repair, speeds up greening and beautifying urban and rural areas, and strengthens the prevention against industrial waste gas, water, domestic garbage, fertilizer and insecticide, etc. , so as to promote the improvement of Shandong ecological civilization.
