摘　　要：建立现代警务制度和机制是当代监狱管理和发展的必由之路。实施以问题导向侦查为基础，以情报主导侦查为基本途径，以“博弈——合作”为策略的狱内侦查模式是现代警务制度在狱内侦查领域的具体实现。为此，必须加快监狱刑事立法和行政制度建设，保障狱内侦查由经验模式向情报主导模式转变，使狱内侦查更加快捷有效。A modem police system and mechanism is the only way to develop and manage the contemporary prison. The investigation inside prison should take problems as the base, information as the basic way, and ＂game - cooperation＂ as the strategy. It is expected for us to speed up the construction of the prison criminal legislation and administrative system, safeguard the change of the investigation inside prison from the experience mode to the information mode, and eventually make the investigation faster and more effective.
