基于技术竞争情报的我国技术转移服务平台建设

摘　　要：在总结我国技术竞争情报相关理论实践成果的基础上,针对我国技术转移平台的发展现状,给出了CTI应对策略,并提出了基于技术转移流程的新型服务平台模式——"技术整合-技术评价和诊断-技术推介交易-技术转移落地服务-技术转移中介服务"平台。从而更好地为科技型中小企业提供技术竞争情报服务,推动技术转移服务的专业化和规范化,努力构建科研院所(高等院校)、高新企业以及技术转移服务机构三赢的技术转移服务平台。In order to better adapt to the need of deepening the reform of science and technology system in China, and accelerate the pace of technological innovation in the new period, it is particularly urgent and important to establish a technology transfer service platform based on competitive technical intelligence （CTI） instead of temporary and scattered technical information. On the basis of relevant theo- retical results and practical experiences of CTI, this paper puts forward CTI countermeasures and advances a new mode of technology trans- fer service platform according to its status quo and the procedure proposed consists of technology integration, technology evaluation and di- agnosis, technology promotion and transaction, technology after-transfer landing services and technology transfer intermediary services. With the technology transfer service platform established among scientific research institutes （colleges and universities}, hi-tech enterpri- ses and technology transfer service organizations, it can preferably provide CTI service for the small and medium-sized science and tech- nology-oriented enterprises（ SMEs）, promote specialization and standardization development of the technology transfer services, and thus create a tri-win situation.
