摘　　要：利用平衡计分卡建立了国家创新系统中的信息资源协同配置效率评价模型,分别从配置模式优化与可持续发展、配置流程、协同效应、配置效益四个层面确立了信息资源协同配置效率评价维度。在此基础上,综合应用实地考察、专家访谈和邮件调查法,建立了协同配置效率评价指标与测度标准,并运用层次分析法(AHP)确立了各项指标权重,形成了完整有效的协同配置效率评价指标体系,为准确测度国家创新系统中的信息资源利用效益提供了有效工具。Using Balanced Scorecard, an evaluation model of information resources collaborative allocation efficiency in China was estab- lished. The national innovation system thus could be evaluated from four dimensions such as mode optimization and sustainable develop- merit, allocation processes, collaboration effects and allocation benefits. Based on the model, the authors identified the evaluation indexes and measure standards of information resources collaborative allocation by field trips, expert interviews and E-mall survey, then calculated the weight of each index by AHP, and formed a complete and effective evaluation index System, which provided an effective tool to accu- rately measure the effective utilization of information resources in the national innovation system.
