以土地流转促城镇化建设的思考

摘　　要：随着城镇化的纵深发展,不可避免的土地非农化造成耕地减少威胁粮食安全问题逐步凸显。土地流转是实现农业发展与城镇化建设的有效对接,提出了以土地流转促进农村小城镇和新型城镇化建设,消除劳动力转移障碍,促进土地流转与城镇化的协调发展等对策,为城镇化建设提供可持续的推动力。With the further development of the urbanization, the reduction of farmland was caused by inevitable land non-agriculturalization, the problem of food security was gradually highlighting, these were just the confronting problems in the process of urbanization construction. The problems that the land circulation could effectively joint the agricultural development and urbanization construction were pointed out, and suggestions that land circulation could promote nlral towns and new city construction, eliminate labor transfer obstacles, be ware of food security and provide further sustainable impetus for urbanization construction were put forward.
