摘　　要：新农村建设需要一批有知识、有思想、会技能、懂政策的新农民。其中,懂政策从本质上来讲,就是要求具备一定的公共政策能力。将公共政策能力作为新农民培育的一个维度或方面,对新农民更好地服务于新农村建设具有重要的意义。New rural construction needs a group of knowledgeable, minded, capable famers who understand the policy. In essence, understanding the policy requires having a certain capabili- ty to public policy. Taking the ability of public policy as a dimension or aspect to cultivate new famers has a great significance for new famers to better serve the new rural construction.
