预防和治理“村官”腐败刍见

摘　　要：近年来,随着我国城市化进程不断加快,大量资金流入农村,大批项目在农村展开,农村"村官"腐败现象也开始呈现愈演愈烈态势,直接影响着农村经济发展和社会稳定。现阶段农村大量滋生的"村官"腐败现象,是村民自治背景下出现的一种新型腐败,是农村基层民主制度不完善、监督制度缺失和法律法规缺陷等制度性因素综合作用的结果。预防和治理新形势下的"村官"腐败是一项社会系统工程,绝不应机械照搬反腐败的传统经验做法,而是要从农村基层民主建设的实际出发,以健全村民自治制度为基础,以完善保障村民民主权利的机制为核心,以有效推进民主决策、民主选举、民主管理和民主监督为重点,以制度法规体系建设为保障,探索从源头上预防和治理"村官"腐败的新路子。With the acceleration of urbanization,the capital inflow into the countryside and the enforcement of projects in rural areas in recent years,the corruption of village officials has become more serious increasingly,which directly influences the economic development and social stability of the rural areas.The current phenomenon of village official corruption is a new kind of corruption appearing in the context of villager autonomy,being the result of institutional factors such as the imperfect basic-level democracy system,the lack of supervision system and the defect of legal system.It is a social systematic project to prevent and cure the village official corruption under the new situation,and we must not copy the traditional anti-corruption experiences and measures mechanically.On the contrary,we must treat the perfecting of villager autonomy system as the foundation,the perfecting of the mechanism protecting villagers＇ democratic rights as the core,the effective enforcement of democratic decision-making,democratic election,democratic management,and democratic supervision as the key points,and the construction of institutional and legal system as the safeguard,so as to find a new way to prevent and cure village official corruption in terms of its sources according to the actual circumstance of grass-root democracy construction in rural areas.
