摘　　要：侦查程序制度设计本身未能克服的某些矛盾、冲突和非确定性情势等相对客观的因素被概括为侦查程序制度性偏差,而侦查程序一旦存在制度性偏差就必然要通过侦查程序的实体性规则和实施性规则两个方面表现出来,并最终影响刑事诉讼价值目标的实现。通过对我国侦查程序制度性偏差的样态描述,在对其产生的原因进行分析的基础上,提出修正我国侦查程序制度性偏差的途径与方法。The relevantly objective elements like some contradictions, conflicts and uncertain factors, etc. , which cannot be eliminated in the design itself of the system of the investigation procedure, are summed up as the systematic deviation of Investigation Procedure. However, once the deviation of investigation procedure exists, it will be shine through substantive rules and implementing rules and then affect the realization of the values and purposes of the criminal proceedings. This paper attempts to put forward the ways and measures of rectifying the systematic deviation of China~ investigation procedure according to the description of the state of the systematic deviation of China^s investigation procedure and the analysis of its generated causes.
