摘　　要：以水利投资为主线,立足我国国情并结合江苏省的实际,分析目前江苏省水利投资规模、投资结构、投资主体和投资效益的现状和面对的困难,突出水利投融资问题的尖锐性,并借鉴国外水利投融资的经验教训,从财政投入力度、资金利用率、投资主体、投资结构、投资回收机制等方面,研究制定出一套解决江苏省水利投资问题的策略与方法。By regarding the water conservancy investment as the main line,the current situation and difficulty in the scale,structure,entity and efficiency of water conservancy investment in Jiangsu Province are analyzed based on the national conditions in China and the practices in Jiangsu Province.The acute nature of water conservancy investment and financing is highlighted.By virtue of the experience and lessons from foreign water conservancy investment and financing,some policies and methods for solving the problem of water conservancy investment in Jiangsu Province are proposed from the financial investment,capital utilization rate,investment entity,investment structure,investment recovery mechanism,etc.
