摘　　要：公共政策的社会稳定风险是转型社会中不容忽视的重要问题。本文基于政策过程的分析视角,探讨了在社会问题向政策问题转化、政策议程建立、政策功能整合、群体决策、公共政策的风险性与可逆性、打开重大政策过程的封闭回路、决策失误问责机制的激发迟滞等过程中存在社会稳定风险。对此,我们必须要有系统、全面、战略性的思维,高度重视公共决策过程,才能制定出科学合理的公共政策,弥合公众的心理落差,实现社会和谐与稳定。Social stability risk on public policy is unable to be ignored in transitional society.This article is based on the analysis of the policy process perspective,and explores social stability risk on conversion from the social issues to the policy issues,the establishment of the policy agenda,the functional integration of policy,group decision making,risk and reversibility of public policy,opening the closed loop of the significant policy process,the excitation and hysteresis of decision making mistakes accountability mechanism.So we must have a system,comprehensive and strategic thinking,and attach great importance to public decision-making process,in order to develop a scientific and rational public policy,to bridge the psychological implementation of the public,and to achieve social harmony and stability.
