摘　　要：在农田水利十年"黄金期"的新形势下,农田水利建设管理的改革成为发展趋势。要发展就要提出新思路、新模式,农民用水户协会、受益户共有制、民营水利是近年来发展较好较快的三种有利模式。这三种模式有各自的特点及适用性。In the new situation of the 10 years ＂golden period＂ of the farmland water conservancy, the reforms of construction and management of farmland water conservancy become a development trend. We must put forward new ideas and new patterns to develop. The WUA, public ownership system of beneficiaries and the Private Water Conservancy are three better and faster favorable mode of de velopment in recent years. The characteristics and applicability of the three patterns.
