我国高校开展院校研究数据库建设的困境与对策

摘　　要：从国际上高校管理的经验看,院校运行基础数据库已经日益演变成为高校实现科学化管理所必须依靠的决策平台,而我国高校的院校研究数据库建设面临着经验管理、条块分割、学术化的研究传统等诸多困境。只有统一思想认识,重视院校发展数据对科学决策的重要作用;成立常设校级领导机构,统一协调院校研究数据信息的处理;强化院校研究队伍建设,打造一支精通数据处理的研究团队;超越职能部门的业务数据库建设,构建统一的数据仓储平台;强化制度建设,建立院校研究信息处理的制度保障体系,才能真正建设科学化的院校运行数据统一处理平台。From international experience of higher education administration,we know that basic database in higher education institutions has evolved into a necessary decision making platform of scientific management In contrast,China′s construction of databases of institutional research is encountering many plights ： ①governance on the basis of personal experience;②isolation among intramural administrative units;and 3） an ingrained theory-oriented tradition of research and scholarship.Given those problems,the authors suggest the following solutions ： ①to enlighten administrators and managers to understand the significance of database of institutional research for scientific decision making;② to establish a standing institutional organization for leadership and for coordinating the process of data consistently;③to build an institutional research team that is proficient in process of data;④to transcend isolated data bases of administrative units to establish a united institutional research database platform;and⑤ most importantly,to develop a sound institution for guaranteeing the implementation of a common platform of institutional research data process.
