摘 要:瑞典的高等教育在国家法律框架下运行,其质量主要由国家高等教育局负责监控。面对高等教育机构培养模式的多元化和日益增强的办学自主权,确立与之相应的质量保证体系成为必然的要求。国家高等教育局在经历了前两轮机构审查和学科评估阶段之后,实行新的质量保证机制,采用多元评估材料,制定规范的评估程序,注重对学生学习成果的评价。总体上,瑞典的高等教育质量保证体系表现出依法运作、突出结果、注意与国际接轨和注重协作关系等特点。Swedish higher education is provided under the legal framework and its quality is monitored mainly by the Swedish National Agency for Higher Education.Facing the diversification of educational models in higher education institutions and ever increasing autonomy for higher education institutions,it is necessary to establish a corresponding quality assurance system.After the quality audit focused on quality assurance processes at the higher education institutions and programme and subject evaluations,the Swedish National Agency for higher education has implemented a new quality assurance mechanism which focuses on the outcomes of courses and study programmes and assesses whether students achieve the outcomes specified in the higher education ordinance.In general,Swedish higher education quality assurance has the features of running according to the law,focusing on results,paying attention to internationalization and emphasizing collaboration among stakeholders.
