摘　　要：先分析了当前低比特率编码中的码率控制策略及存在的问题 ,接着为码率控制问题建立了相应的数学模型 ,然后以此为基础提出了一种低码率传输的新的控制策略 ,最后在计算机模拟实验中选用“Trevor”序列对该方法和传统的码率控制策略 RM8方法进行了比较。结果表明 ,平均信噪比提高了 0 .86 d B,恢复后的图象质量也有明显改善。The present control tactics of the data coding rate and the problem existed in low bit rate coding are analysed.A mathematical model for controlling the data coding rate is set up and further a new control tactics of the data coding rate based on low bit rate is propsed.In computer simulation experiment,the new control tactics is compared with RM8(a traditional control tactics for the data coding rate) by choosing “Trevor” series.The result shows that average PSNR value is raisen to 0 86 db.And the image quality regained had been improved obviously.
