论公共外交视阈下中国体育外交的任务

摘　　要：以文献资料法与逻辑分析法为主要研究方法,阐述了公共外交的涵义,论述了加强公共外交的必要性,在此基础上确定了体育外交的任务:以政府为主导,非政府部门积极参与,以体育文化交流与传播为主要内容,以体育文化表现形式为载体,获取软权力为实现国家对外战略目标与体育战略服务以维护国家利益。确定体育外交任务的依据是:促进中国和平外交理念与和平崛起方式的国际理解与国际认同,减少"中国威胁论";表达中国"和谐世界"的政治理想并获国际认同,获取良好的国际舆论环境;树立明确的体育外交战略目标,为加速迈进体育强国服务;提高中国体育文化的影响力与吸引力,为中华民族的伟大复兴做出贡献;加强与世界各国的联系与交流,积极宣传中国改革开放与体育事业发展的辉煌成绩。最后就完成任务的路径选择进行了论述。This article elaborates the meaning of public diplomacy and discusses the need to increase public diplonkacy, and on the basis it identifies the task of the sports diplomacy, that is, governmentled and nongovernmental sector to participate actively task with the sports and cultural exchanges and communication as the main content, sports and cul tural u^anifestations as the carrier in order to gain soft power to achieve national strategic objectives and sports strategy of external services so as to maintain national interests. The task identification is based on the initiative to facilitate the international understanding and reeognization to China＇ s peaceful diplomacy concept and peaceful rise, reduce ＂China threaten theory＂, express China＇s political ideal of harmonious society and gain international reeognization, obtain fa vorable environment of world opinion, establish clear sports diplomacy strategy goals to serve for the goal of becoming a powerful sports country, promote the influencing and attraction of China＇ s sports culture to contribute to the great reju venation of China, enhance international communication and actively show the brilliant achievements of China＇ s reform and opening up and China＇ s sports. Finally it discusses the path to achieve the task.
