国家高水平体育后备人才基地建设研究——以江苏省为例

摘　　要：以江苏省40个国家基地体校为研究对象,运用文献资料法、专家访谈法和数理统计法对基地的建设基础、软硬件保障、人才培养和选拔输送等进行研究。结果表明:通过两轮国家基地创建工作,江苏省建立了完善的政策制度,项目布局突出区域引领、特色保持的理念,形成了良好的运行机制,取得了令人满意的成效。建议在今后的基地建设中应坚持长效管理理念,完善程序化管理体系,改革优化考核评价和奖罚激励等制度,施行定期回访和督查机制;加强与高校及科研机构合作平台搭建;树立大人才观,提高人才培养效益;引进训练和管理人才与合理调整队伍结构相结合,确保基地规范化建设工作的可持续发展。It probes into the 40 nationalbase sports school in Jiangsu province as the research objects by the meth od of documentation, expert interview and statistics to research the building foundation of the national bases, soft ware and hardware guarantee, talent cultivation, selection and transfer to the higher level institutes. The results indicate that by two rounds of development work in the national base, Jiangsu province builds a complete policy system, focuses on regional pioneering in the project layout and characteristics reserve, forms a favorable operation mechanism, and gain satisfactory achievement. It is suggested that in the future, the national base development shall adhere to the longterm management notion, improve procedure management system, reform optimized evalu ation, awarding and punishment system, implement regular return visit and supervision mechanism, enhance plat form building between higher education institutes and research institutes, establish broad talent view, improve tal ent cultivation benefit, introduce training and management personnel and combine with the rational regulation and team structure so as to ensure the sustainable development of base standardization building work. The research provides important theoretical support for the development of the sports reserve bases.
