摘　　要：医疗费用牵涉到政府、医院以及公众三方利益主体,合理有效的医疗费用控制政策的制定必须基于政府、医院和公众之间的和谐互动。本文立足于公立大医院医疗费用自我控制,从做好医疗费用控制"守门人"的角度,探讨医疗费用控制过程中的医院行为,通过医院行之有效的干预措施控制医疗费用的过快增长。Medical expense involves three interested parties which include government,hospital and the public.Making reasonable and effective medical expense control policies must be based on the harmonious interaction among those three.This paper,which is based on public hospital medical expense self-control and from a perspective of how to be a better ＂gatekeeper＂ of medical expense control,explored the hospital behavior during medical expense control.Medical expense excessive growth is controlled by effective hospital intervention.
