新型农村合作医疗制度保障状况分析

摘　　要：新型农村合作医疗从地域范围和人群范围实现了制度的全面覆盖,从内容上为参合农民提供了全方位的医疗健康保障。从保障程度上,住院实际补偿比例基本达到了国际劳工组织提出的45%的标准。在保障效果上,新型农村合作医疗制度切实发挥了缓解因病致贫的作用,使1/3因病致贫的家庭人均年收入得以重新回升到贫困线以上。此外,通过与医疗救助等制度的有效衔接,新型农村合作医疗制度对于弱势群体享有医疗保障制度、利用医疗服务资源、减轻经济负担都发挥了重要作用,具有较好的公平性。但是新型农村合作医疗制度仍需要从立法、建立稳定增长的筹资机制、提高保障水平以及立合理的控费机制等方面进行完善。New RurM Cooperative Medical Scheme （NRCMS） provides all round health insurance for the enrollees. The real reimbursing rate for inpatient fee reached nearly 45% which meets the benchmark of the ILO. Through the NRCMS, 1/3 families whose income fall below the poverty line due to medical fee could get out of poverty. Besides, combined with the Medicaid scheme, the NRCMS plays an important role in enabling the vulnerable groups accessing to health insurance, using health services and lessoning health burden etc. However, the NRCMS still needs improvement in terms of legislation, establishing fund raising mechanism and adopting proper cost containment measures etc.
