我国医疗保险谈判机制探析——基于政策执行的网络视角

摘　　要：文章从公共政策理论中政策执行的网络分析角度出发,简要介绍了国外医疗保险谈判机制的实施状况,并对该机制在我国的建立、发展及存在问题进行分析,提出在政策执行方面,对于医疗保险谈判这一机制需要平衡各谈判主体的利益和需求,规划和构建高效的协调网络,同时不断提升各个参与主体的谈判与组织能力,建立和完善监督约束体系和冲突解决机制。Starting from network analysis perspective of policy implementation in the theory of public policy, this paper briefly introduces the implementation status of foreign medical insurance negotiation mechanism, and analyzes its establishment and development in China , and the existing problems as well. And the author suggests that , during the process of the policy＇s implementation, each main body＇s interests and requirements should be well balanced, the negotiation network should be effectively planned and designed, the negotiating and organizing ability of each main body should be continuously improved, and the supervising system and conflict resolving mechanism should be founded and perfected.
