摘　　要：国内能源安全约束下的煤炭产业面临着两大方面的压力:一是煤炭产业肩负保障我国能源供应安全的重任,二是因煤炭开发利用而导致的环境问题将制约煤炭产业的可持续发展。必须通过政策引导推动煤炭产业转型升级。政府应重点从集约发展、清洁化利用和自主创新等方面,引导煤炭产业转型升级,构建现代煤炭产业体系。Under the restraint of the domestic energy security, the coal industry is facing with the pressures of two aspects. One is the mission of the coal industry to ensure the China energy supply security and the other is that the environment problem caused by the coal mining and utilization would restrain the sustainable development of the coal industry. The conversion and upgrading of the coal industry should guided and promoted with the policies. The government shall guide the conversion and upgrading of the coal industry and establish the modernized coal industrial system from the intensive development, clean utilization, independent innovation and others.
