摘　　要：通过对国有煤炭企业改革改制存在问题的分析,提出了以改革破除体制障碍,以创新破解发展难题。坚持改革改制、全面落实改革政策、深化改革等有效措施,全面推进国有企业健康科学发展。With the analysis on the problems existed in the reform and system transformation of the state owned coal enterprises, the paper provided that with the reform to break away from the system obstacles and with the innovation to solve the development difficulties. Persisting in the reform and system transformation, fully implementation on the reform policy, deep re-form and other effective measures conducted in order to fully promote the health and scientific development of the state owned enterprises.
