“牧民定居”视野下新农合实施的调查与思考——基于对四川藏区牧民定居点的剖析

摘　　要：四川藏区在新农合实施的过程中存在着农牧基金补偿率低、参合积极性不高、定点医疗机构少、医疗设备落后、医疗人员水平低、报销程序繁琐、报销比例低等一系列问题。四川藏区要完善新农合制度就必须要:进一步加大宣传的力度,提高农牧民的参合积极性;拓宽筹资渠道,提高新农合的保障水平;强化资金的使用效率;健全基层医疗卫生服务体系。There exist kinds of problem such as lower compensation rate in agricultural fund,less enthusiasm in participation;less designated medical institution,backward medical equipment,lower skill in medical treatment,and over elaborate procedure in reimbursement with lower rate in the process of the new rural cooperative medical system project in the Tibetan area of Sichuan Province.In order to improve this new system,it needs to do as follow： further propaganda,upward enthusiasm in participation,and through broadening the financing channel and making good use of the capital to improve the grass-roots medical and health service system to safeguard the new rural cooperative medical system.
