摘　　要：从制度因素和非制度因素角度综述了学者们对农民增收问题的研究,认为学者们在指出现有体制一些弊端的基础上,提出了要通过政策引导和改变要素流向等方式实现农民增收。但学者们的建议很多较为宏观,未在国内进行试点或实验,因此在操作性方面不够具体,对策的实际效果如何也未经检验。This paper, through the way of cross-examining the aspects of the system and non-system factors, summarizes the studies made by scholars of the problems of peasant＇ s income, and notices that the scholars, by identifying some defects of the system, have already put forward the ways to increase the income of the peasants through the channels of policy guidance and alteration of the tendency of functional factors. However, most of the proposals put forward by the scholars are relatively macroscopic and have not subjected to any domestic experiment at regional level. Therefore, their proposals are insufficient for specific and concrete enforcement and the pragmatic result of the countermeasures is untested.
