基于农地非农化过程中的土地资源优化配置理论分析

摘　　要：应用数理模型分析可持续发展约束条件下社会土地资源最优配置理论模型,分析竞争市场土地资源配置均衡及缺陷,分析政府有效管理如何改变市场均衡,促进土地资源优化配置。得出如下结论:土地资源优化配置目标随经济发展进程而发展;竞争市场是提高土地资源配置效率的重要方式,政府的有效管理能弥补市场缺陷,促进土地资源优化配置;合理土地产权制度安排能降低政府优化土地资源配置管理的交易费用。Mathematical model has been applied to analyze the theoretical model of land resources optimal allocation with the con- straint of sustainable development, the equilibrium and defects of land resources allocation in competitive markets, how effective governmental supervision changes the equilibrium in the markets and promotes the optimization of land resources allocation. The conclusions are as follows. The targets of land resources optimal allocation are developing along with economic development; compet- itive market is an important way to improve the efficiency of land resources allocation; effective governmental supervision can cover the shortages of markets and promote the optimization of land resources allocation; reasonable arrangement of land property rights can reduce the transaction costs of government management in optimizing land resources allocation.
