摘　　要：土地承包经营权流转是为了弥补家庭承包责任制的缺陷的一次新的农村土地产权制度变迁,其动因源于农业产业结构调整和城市化发展的需要、非农就业机会增加所引起的农业劳动力转移以及经济利益的激励。土地承包经营权流转既具有政治效率,又具有经济效率,增加了农民收入,促进了农业规模化经营,为工业化和城市化提供了劳动力,促进了产业转移。Land contract management right transfer is a new rural land property fights system changes in order to compensate for the defects of the household contract responsibility system, and its motivation due to the development needs of the agrictdtural structure adjustment and urbanization, the increase in non-farm employment opportunities arising from the transfer of agricultural labor and incentives of economic interests. Land contract management right transfer has not only economic efficiency but also political efficiency, which increases farmers＇ income and promotes large-scale management of agriculture, provides labor for industrialization and urbanization, and promotes the industrial transfer.
