“政府主导”与“村民自主”的农村社区管理模式探析

摘　　要：农村社区建设模式的提出,为解决农村社会发展严重滞后问题和农村治理方式的转变找到了切入点,农村社区建设之路在于发挥政府主导作用的同时,要充分尊重农民在建设自己家园中的主体地位,促进"为民"与"民为"思想的良性互动,实现政府管理与农民自己管理的有机衔接。The model of rural community construction is proposed to solve the problem of rural serious lagging development and to find a breakthrough point of transformation of the rural governance mode. As the government plays a leading role in community building, the communities should respect farmers adequately to build their own homes in the dominant position, and to promote positive interaction between ＂for the people＂ and ＂people for themselves＂, implementing good cohesion between the government administration and farmer autonomy.
