摘 要:针对广州过去5年采取的"按照住宅开发面积的6%控制配套设施总面积"的做法,首先解释这一面积比例的计算过程,指出这种总量控制方法对于保障居住配套设施足量配置的积极意义;然后结合实践中暴露出的问题,分析这种控制方法存在的局限;最后提出区分居住区公共配套设施"共有"和"公有"部分,在控规编制中控制"公有"设施用地的建议,在开发项目管理中落实"共有"部分面积的理想模式,以及标准户修正系数、面积转化等两项近期优化建议。In past five years, Guangzhou has guaranteed the total area of residential public service facilities by following the standard of 6% of the total development area of the residence. The paper first explains the calculation of this ratio, pointing out the significance of the planning-control methods in guaranteeing the sufficient configuration of public service facilities. Then, combined with the problems exposed in the practice, the paper analyzes the limitations of this method. In the end, the paper puts forward the suggestions that differentiating the "shared" and "public" part of residential public service facilities. The regulatory planning should be responsible for the land use for "public" facilities, and the project management should take charge of the implementation of "shared" parts. In addition, the paper raised the two short-term optimization suggestions of standard household correction coefficient and area conversion, which can be used in practical urban planning management.
