摘 要:针对重庆都市区复杂的山地环境,在可持续发展和建设生态型城市目标的引导下,规划的编制和管理进行了生态转型:价值观念实现以可持续发展为目标,策略观念实现不同层次与尺度的全面生态化,技术观念从规划哲学基础、规划思维、环境影响、方法手段等都实施生态范式的革新。从生态空间引导、都市区功能高效组织、都市与自然共生、交通体系生态化、绿地水系生态化等方面形成技术体系生态转型,并落实到规划控制系统的组成与指标体系之中,构建了规划的管理体系生态转型,效果初步显现。Considering the complicated mountain land form in Chongqing and guided by the goal of promoting sustainable development and constructing ecological city, an ecological transition of the planning compilation and management is conducted, with the value and concept orienting at sustainable development, the strategies for overall ecologicalization from different levels and dimensions, and a renovation on technical concepts from perspectives of planning philosophy foundations, planning thoughts, environmental influence, and methodology. Efforts are put into the ecological transition of the technical system from aspects including ecological space guidance, functional high-efficient organization in metropolis, coexistence between metropolis and nature, ecologicalization of transportation system, and ecologicalization of green land and water system, which is implemented in the composition and indexes system of the planning control system. As a result, an ecological transition of the planning management system is realized, and the effect has started to be seen.
