摘 要:分析了不同历史时期我国国防科技重大工程组织管理模式的特点,并以典型国防科技重大工程为例分析其管理运行机制。按照政府在工程组织管理过程中的角色,将国防科技重大工程组织管理模式分为:纯政府主导型、政府主导+企业参与型和政府主导+企业主体型3种基本类型。通过进一步分析得出影响组织管理模式选择的主要因素——经济体制、技术水平和工程目标,并指出政府主导+企业主体型组织管理模式将成为我国未来国防科技重大工程组织管理的主要模式。In this paper, we discussed the features of organization and management mode of major projects of national defense science and technology, and analyzed the operating mechanism of organization and management mode through some typical major projects of national defense science and technology. According to the role of government in the project management process, the organization and management mode of major projects of national defense science and technology could be divided into three basic types: pure government led, government led participation of enterprises and government led en- terprises as the mainstay. Through further analysis, the main factors that affect selection of organization and management mode were: economic system, technical level and engineering target. By analysis, we found that: organization and management mode characterized by government led enterprises as the mainstay would be the main mode in the future.
