摘　　要：目的探索解决北京市流动人口医保供需间的严重失衡问题,实现医疗保障制度全民覆盖的医改目标。方法通过数据分析、PEST分析、数据测算等方法,分析、评价建立流动人口医疗保险所需要的资源与目前存在的障碍。结果北京市流动人口医疗保障制度缺失,他们最希望参加专门的流动人口医疗保险。结论北京市流动人口有效参保率在近期至少应达到62.67%,建立专门的流动人口医疗保险在政治与经济环境上近期较难,在社会和技术环境上可行性一般,因此近期难以实现。Objectives Explore solutions to a serious imbalance between medical insurance＇s supply and demand of floating population in Beijing,to achieve the health reform goals of the medical insurance system can include all the people. Methods Through data analysis, PEST analysis, data estimation, and other methods, analyze and evaluate establishing the floating population＇s medical insurance, to understand resources required and the existing obstacles. Results Medical insurance system of floating population is missing in Beijing, floating population would most want to participate in a special medical insurance for themselves. Conclusions The effective enrollment rate of the floating population should reach at least 62.67% in the near future in Beijing, it is difficult to establish the floating popula- tion＇s medical insurance in political and economic environment in the near future, while it is general in the social and technological environment, therefore difficult to achieve in the near future.
