农村新生儿参合政策分析

摘　　要：目的:了解各地关于农村新生儿出生当年参合的政策规定,分析不同政策并提出相关建议。方法:省级调查、现场调查。结果:目前多数省份已就农村新生儿参合作出统一规定,并形成提前预缴、中途参合、自动参合三种类型。结论:不同政策各有其优势和不足,建议国家层面尽快做出统一规定,具体政策以自动参合为宜。Objective To study the policies of rural newborn＇ s enrollment in New Rural Cooperative Medical System （ NC- MS） in different areas ,and put forward some suggestions. Methods Field survey and provincial investigation were carried out. Re- suits At present, most provinces have made unified policy of rural newborns＇ enrollment in NCMS. These policies could be classi- fied as three types,which are pre-paying for enrellment, midway enrollment and willing enrollment. Conclusion Each policy has its advantages and disadvantages. So it is suggested that the government should make national policy of rural newborns＇ enrollment in NCMS as soon as possible, and willing enrollment is preferable.
