摘 要:近期扰乱市场的出租车事件频发,引发改革现有出租车经营模式的呼声一片,但通过构建管制垄断和特许经营权竞争模型,分析比较了出租车运营的北京模式和温州模式的社会福利效果后发现,这类现象层出不穷,不能简单地归咎于单一的北京或温州模式。公司化运营的北京模式导致的市场垄断,实际上在不完全信息条件下,通过适当的价格管制,可以达到完全信息市场的社会福利,实现次优的社会效果;个体化经营的温州模式,通过特许经营权拍卖,对获得出租车经营权实行竞争,能够进一步增进社会福利。文章提出应该在丰富单一的巡游类市场类型、调整不合理的进入限制标准和公共定价、建立健全规范的牌照流通二级市场等方面寻找新办法。The requirement of reform the existing taxi business model are triggered by recently disrupting the taxi market events, through building regulated monopoly and competitive franchise bidding model, researching and comparing the service performance of Beijing's and Wenzhou's, we found that the bad phenomenon can't simply be attributed to one of Beijing or Wenzhou model. The market monopoly of Beijing's, in fact, in the conditions of incomplete information, through the price ceiling, can achieve complete information market social welfare, to realize second-best social effects; the individual operation mode of Wenzhou's, in the form of franchise bidding to compete for the fight to serve as a regulated monopoly supplier, can improve the social welfare. This paper suggests that we should be to find solutions from follow aspects contained rich market types, rational public price and access restrictions, and the standard license circulation market.
