摘  要:中国边疆治理始终交织着治理思想、机构与政策三重"一体化"要素。萌显于夏商时期的边治思想,后经帝国统治者及思想家充实完善,及至明末清初终成为完整的思想体系。统治者为将国家认同的边治思想发展为可以富边惠民的制度,自商周时起,就开始设置边治机构,制定边治制度,科学有效施政,从而创造出一个有机的中华"大一统"帝国。然而,从久远的边疆治理历谱来看,中国古代边疆治理实践直接或间接地依循了国家主导型范式,从而导致了许多的负面后果。边疆治理中,民族国家在充分赋予边疆社群较大主体性的前提下,应基于国家整体利益和边疆民族多元理性需求来设计和施行制度,从而厚重地建塑边疆民族的国家认同意识,才能真正创造出"国"与"边"、"边"与"民"同一的共同体社会。China's borderland governance always involves the three unified elements of idea, mechanism and policy. The super-vising ideas, put forward in the Xia and Shang Dynasties and improved by successive rulers and philosophers, finally became an established ideological system in late Ming Dynasty and early Qing Dynasty. In order to make the system more beneficial to peo- ple, since the Xia and Shang Dynasties, the rulers had begun to practice many effective mechanisms under the great vision that they could create an organic and unified empire. However, in a long run, ancient Chinese frontier governance practices followed the state - domination mode directly or indirectly, which led to some negative consequences. For the border area government, the national state is expected to take measures and adopt the system in favor of the people interests and encouraging their initiatives. The ultimate goal is to improve the consciousness of border people's national identity and to create a harmonious society.
