关于黑龙江省污染场地管理的几点建议

摘　　要：随着城市化和产业转移进程的加快,黑龙江省工业企业搬迁或遗留的污染场地数量与日俱增,亟须开展污染场地治理与修复工作,以保障生态安全和人民健康。本文综述国外和中国污染场地管理和修复方面的进展情况,探讨黑龙江省亟待解决的适合省情的法律体系、资金筹措机制、建档制度、场地修复技术研究和专业队伍与学科建设需求,旨在推进黑龙江省污染场地管理与修复工作的进一步发展。Along with the rapid urbanization and industrialization transformation, the numbers of contaminated sites generated by industrial relocation of enterprises in Heilongjiang Province increased. The management and remediation of these sites are re- quired urgently for the ecological safety and human heahh. This paper reviews the management and restoration of contaminated sites home and abroad to explore the legal systems, fund -raising mechanism, filing system, site restoration technology and pro- fessional teams in Heilongjiang Province. This paper aims to promote development of contaminated sites management and repair work in the province.
