摘　　要：自改革开放以来,浙江省每一次重大的区域经济社会转型和自下而上的地方改革都是从小城镇起步的,其改革历程可总结为两大发展阶段、三个转型时期、两条政策主线。目前,浙江省面临三大"赛跑"危机,即大都市"多中心空间结构的建立与郊区化无序蔓延、现代农业发展与农业要素结构锁定、县域块状经济转型升级与"浅度城市化",因此需在总体策略与模式基础上,针对不同类型的小城镇采取分类发展策略,全面推进小城镇发展转型。From reform and open-up,the important regional economy transformation and locality reform of Zhejiang were start with small-town.Its reform progress including two stages of development,three transition period and two policy line.At present,Zhejiang is face with three ＂race crisis＂： urban multicenter space structure and suburbanization unordered spread,modern agriculture and agriculture element structure,county economy transition and ＂simple urbanization＂.So it needs to base on the mass strategy and model,use the different development strategy with different small-town,comprehensive advance the development of small-town.
