摘　　要：票据变造行为的发生会给众多票据当事人应承担的票据责任和享有的票据权利带来相应的影响,给相关当事人造成损失,危害票据流通安全,扰乱国家金融管理秩序。针对票据变造的违法活动,必须运用相关法律武器进行有力的防范和打击。文章对票据变造法律责任进行了探讨,并就现行法律中关于票据变造法律责任规定的不足提出了建议,即应该从立法层面明确票据变造的举证责任。As far as the large number of parties are concerned,the alteration of negotiable instrument forms may correspondingly bring about some influences to them in terms of the responsibility and rights arising out of the instrument,leading to some losses concerning the related parties,endangering the security of the instrument circulation,and disturbing the financial management order of the country.To restrain this kind of illegal activity,it is imperative to adopt legal measures to prevent and fight against it.This article makes an exploration into the legal responsibility involved in the alteration of billforms,and puts forward some personal proposals on the improvement and shortcomings in the existing laws in this regard,that is,to clarify the evidential burden concerning the alteration of bill forms at the level of legislation.
