古城旅游开发中的社区总体营造模式研究

摘　　要：社区营造是一种独具特色的地域治理模式,突出强调了社区生命共同体意识、社区参与和社区文化.日本的"町造"、英国的"社区建筑"、美国的"社区设计"和我国台湾地区推行的乡村社区总体营造较早得到施行,并在塑造社区文化、丰富社区生活、凝聚社区共识、创新社区环境等方面发挥着较大作用.由于政府及企业的急功近利和规划专家对古城历史文化的不甚了解,古城旅游开发商业化倾向严重,同时原生态居民外迁也导致古城文化出现"空心化"危机.以崇武古城为例,在探析古城旅游开发中社区营造模式的基础上,从营造文化遗产空间载体、动员社区居民参与、活化古城文化产业、构建社区整体环境等4个方面提出了崇武古城旅游开发中的社区总体营造途径.The community building is a unique regional governance model.It highlights community awareness of the community life,community participation and community culture.They have been practiced earlier including the Cho-made,community building in England,community design in American and Taiwan Rural Community Empowerment in China.These practices play an important role in shaping the community culture,enriching the life of the community,building up a consensus,and innovating community environment.The commercialization-inclined development of ancient city tourism has becoming a serious issue due to the utilitarianism of the government and tourism enterprises,and expert lack of deep understanding on the culture and history.At the same time,the emigration of aboriginal has caused the crisis of ＂hollowing out＂ of the traditional city culture.The article takes Chongwu Ancient City as an example,brings in Community Infrastructure Building Mode and the experience from other places,and analyses the building mode for community infrastructure of Chongwu Ancient City.The study will provide reference to old towns＇ tourism development.
