我国行业协会发展的双重矛盾与转型路径

摘　　要：行业协会的内部运行机制与外部的运行体制决定了行业协会的运转轨迹和发展方向。从提供服务的属性来看,行业协会面临向会员提供"俱乐部"物品还是向整个行业提供公共品的内在矛盾。而从发展导向来看,出台政策的"软性"推进与业务主管部门的硬性约束是行业协会发展面临的另一矛盾。我国经济社会的发展转型具有渐进性特征,因此,本文从近期和远期两方面提出对策建议。The industry association＇s track of movement and the direction of development depend on it＇s internal operation mechanism and the external operation system. Judging from the services attributes, industry association faces the inherent contradictions： providing ＂club＂ items to industry association members or providing public goods to the whole industry. Judging from the development-oriented, policies of ＂soft＂ propulsion and hard constraints of bead of sector is another contradiction in the development of industry association. Transformation of China＇s economic and social developmentwith progressive characteristics, therefore, this paper proposes countermeasures and suggestions from both short-and long-term.
