摘　　要：杂交水稻制种过程中存在多种风险因素。基于对湖南省耒阳市杂交水稻制种情况的调研,研究发现制种企业承担了大部分制种风险,制种农户也承担了一部分制种风险。应将制种保险纳入国家农业保险财政补贴范围中,探索建立"保险公司+制种企业"的制种保险运作模式,建立多方协调的制种保险工作机制。There are a lot of risks in hybrid rice seed production. Based on the research on hybrid rice seed production in Leiyang of Hunan province, we found that the seed companies undertook the most part of the risks,while the farmers also bore some. Seed production insurance should be included in policy-oriented agricultural insurance, which receive premium subsidies from fiscal finance. We should establish a model of seed production insurance based on cooperation between seed companies and insurance companies, and a multi-agent coordination insurance mechanism.
