摘　　要：2012年10月13日，温家宝总理签署了国务院第625号令公布了《国内水路运输管理条例》（以下简称新《水条》），并将于2013年1月1日起施行。这是自1987年国务院颁布（《水路运输管理条例》以来．第一次对《水条》进行全面修订．是我国水路运输行业的一件大事。时隔25年．新《水条》在总结和梳理水路运输发展内在要求．分析和解决水路运输突出矛盾的基础上．着重通过制度创新．促进和引导水路运输业步入良性发展轨道．为国内水路运输市场机制形成和不断健全提供了保障。On 13th October 2012, Premier Wen Jiabao signed State Council Directive No. 625 to issue the Domestic Waterway TransportationManagement Regulation （hereinafter referred to as Water Regulation） which will enter into force on 1st January, 2013. Since the Waterway Transportation Management Regulation was issued by State Council in 1987, it is the first time to conduct a comprehensive revision to the Water Regulation after 25 years and it is a great event in China＇s waterway transportation industry. Based on summarizing and sorting out inherent requirements for development of waterway transportation, analyzing and solving the prominent contradictions of waterway transportation, the new Water Regulation promotes and guides the waterway transportation industry to step on a healthy development track mainly by system innovation so as to provide safeguard for forming and constantly improving the market mechanism of domestic waterway transportation.
